The children and staff from the "Todd 3" toddler room were combined with the "Todd 2" children in the "Todd 2" classroom in the later afternoon. The max group size for toddlers ages months 12 to 36 months is 10 children. The licensing specialist observed nineteen (19) toddler-age children between 12 months and 36 months utilizing the outdoor toddler play area at one time exceeding the group size for the age range. All three toddler rooms were utilizing the toddler play area at one time.
