Facility installed a pad lock on the gate leading to the parking lot. Based on an Unusual Incident Report submitted by the facility and interviews from staff, a child (C1), eloped from the playground into the parking lot during a time where moving cars were present which poses a potential health, safety or personal rights risk to persons in care.
