Licensee and assistant stated they will review CCR 102416.5(e) and write statements expressing their understanding of the regulation and ensuring proper staffing and ratio is maintained at all times. LPA arrived to FCCH at 11:35am and was met by assistant with 8 daycare children. Assistant stated Licensee stepped out before 11:30AM. Within 10 minutes, an additional infant was dropped off which poses/posed a potential health, safety or personal rights risk to persons in care.
