Based on observation conducted during a Case Management Inspection, upon arrival at the facility during normal operational hours, Licensing Program Analyst (LPA) received no response at the front door for approximately 20 minutes. Once entry was gained, LPA was informed that the sole staff member on site had been in the restroom, leaving the children unsupervised and without the presence of a qualified teacher.

Based on observation conducted during a Case Management Inspection, upon arrival at the facility no one answered the front door. For approximately 20 minutes. Once entry was made LPA was informed that staff was in the restroom leaving the children without the supervision of a teacher. Corrections for some deficiencies are pending receipt at the Fresno Regional South Office. In addition, one deficiency is currently under appeal. Technical Support Program (TSP) was reviewed with Director, Jose Camilo. The facility has been referred to TSP for assistance, Child Care TSP is provided through the Department of Social Services. This program provides on-site support. It was discussed that continued violations of Title 22 Regulations and failure to maintain compliance will result in a Non-Compliance conference and may be referred to our Legal Division for possible Administrative Action. No deficiencies cited during today’s visit. A copy of this signed report was given to Director, Jose Camilo today, October 6, 2025.
