S3 called in Licensee (L1) to provide care and supervise to the three children in attendance and sent D1 home. S3 stated she will call the Licensing office daily to find out if D1 has an eligible clearance and will not have D1 return for employment until D1 is cleared. Based on observation, record review, and interview the licensee did not ensure that new Director (D1) had an eligible clearance or exemption prior to beginning employment on 06/15/26, working at the facility on 06/15/26 – 06/18/26 & 06/22/26, which poses an immediate Health, Safety, or Personal Rights risk to persons in care.
