Deficient Practice Statement Based on observation , interview and record review, the licensee did not comply with the section cited above for one staff (S1) which poses a potential health, safety or personal rights risk to persons in care. Staff S1 does not have the required infant toddler development units and is not a fully qualified infant toddler teacher.
