New director has been hired. New director stated they will submit a written plan that indicates what qualified staff will be in each classroom with the maximum number of children in each classroom. New director stated they will have their staff register for Early Childhood Education (ECE) units. Based on observation, interview and record review, the licensee did not comply with the section cited above. LPA observed the Honeybees classroom to have 13 children without any qualified staff. LPA also observed the Rainbows classroom to have 16 children with 1 qualified staff, which poses an immediate health, safety or personal rights risk to children in care. LPA provided new director with teacher to child ratio sheet and staff qualifications chart. LPA to conduct a follow up visit. Director has previously provided LPA with a written plan of where qualified staff will be in each classroom. Director stated they are aware of teacher to child ratio and what qualifications are needed for an aide and teacher. Director stated approximately 29 children will be leaving and/or graduating from preschool program by the end of July. Based on observation, interview and record review, the licensee did not comply with the section cited above. LPA observed one qualified teacher and three assistants with 15 children in the Honeybees classroom. LPA also observed one qualified teacher and 2 assistants with 18 children in the Sunshine classroom. Assistants present do not qualify as aides and are not counted towards ratio, which poses an immediate health, safety or personal rights risk to children in are. Director stated they will place their qualified staff in each classroom appropriately with the appropriate ratios. LPA to conduct a follow up visit. During LPA’s visit on this date, padding on poles of atrium have been replaced and are in good condition. Director stated they are working with church to fix ceiling and replace atrium flooring. Based on observation and interview, the “outdoor” atrium used by both preschool and infant children had a leak in the ceiling. Tape on flooring of atrium was observed to be coming off and padding on poles in atrium were observed to be ripped. This poses a potential health, safety or personal rights risks to children in care.

Director had an informal meeting with S1 in regards to personal rights. Director will have a formal meeting with preschool staff addressing personal rights. Proof of meeting to be submitted to LPA. Based on observation, interview and record review, S1 picked C1 from their armpits, sits C1 down in a chair and pushes C1's chair into a table without speaking to C1. This poses an immediate health, safety or personal rights risk to children in care.
