101223(a)(1) · Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights (1) To be accorded dignity in his/her personal relationships with staff and other persons.

The facility discussed the incident with all staff members involved. The staff member described in the incident is aware of and understands personal rights of children in care. Based on interview and record review, the licensee did not comply with the above by placing a child on their napping bed even though the child expressed that they did not want to nap.
