Director stated that training on redirecting children’s behaviors, positive reinforcement, freedom from corporal punishment or humiliation and respectful communication (like stated in the facility’s Parent Handbook) will be provided to all staff prior to 7/06/26. Based on LPA interviews conducted with staff, parents, children and third party interviews, it was determined that staff engaged in conduct that included yelling at children and treating them with disrespect. Additionally, one incident of improper physical handling of a child was directly observed. These actions pose a potential health, safety, and personal rights risk to children in care. Director stated that staff will attend training and sign a statement on understanding of children’s personal rights policies. Director stated that Agenda, and signed staff attendance sheet will be provided to licensing by 7/06/2026.

Executive Director Sharilyn Webster, sent staff member with no fingerprint clearance home and provided all Guardian information to the staff member to follow up with pending finrgerprints. Executive Director stated that staff member will not return to work until fingerprints have been cleared. Based on file review and observations, a staff member was found working directly with children without a fingerprint clearance in classroom 2, this poses an immediate health, safety or personal rights risk of children in care. LPA brought issue to teacher’s attention and teacher immediately moved an 18 month old child to the toddler classroom fixing out of ratio deficiency. Director stated that a conversation will be held with all staff and Staff-Infant Ratio regulations will be reviewed and signed by staff. Based on LPA's observations during inspection, 5 infants were left alone with one Fully Qualified teacher. Three infants were observed napping and 2 fully awake in the process of being fed which poses a potential health, safety or personal rights risk to children in care. Director stated that staff signatures will be provided to LPA Macias by 05/01/2026. Director stated that that infant's classroom currently approved , Rooms 1 and 2, will be used to accomodate all infants. Room 4 will only be used for the approved toddler group. Director stated that facility will immediately stop using Room 4 for the infant program. Before the inspection ended, LPA observed infants using rooms 1 and 2 only. Based on LPA's observation and interview with Director, Room #4 is being used for the infant program (ages 12-18 months) and Room #4 has not been approved by licensing or the Fire Department for the infant group which is a potential health, safety and personal rights risk to children in care.
