Facility will create a plan to ensure CCLDs ability to speak to children, staff and parents according to regualtions in Health and Safety code. Based on LPAs observations and interviews, LPAs observed Director kept walking by window gesturing staff to wrap up and questioning staff after meeting with LPAs, which poses a potential health, safety or personal rights risk to persons in care. Director has trained staff on changing and feeding, and properly caring for children in care. Based on interviews, a child has been left in soiled cloth for a period of time as it was known to staff. Staff did with hold food from child until child ate their vegetables. Staff member did raise their voice at a child. Lastly, staff told child that they will have to go to the infant classroom since child was misbehaving. This is a potential risk to children in care.
