  evidenced by Per licensee, they will keep garage door locked during business hours by pad lock latch and lock and will not allow children to enter garage. LPA observed pad lock on latch during visit. Based on observations and interviews, licensee was providing care in the off limits garage, which poses an immediate health and safety risk to children in care.
