Based on observation and interview, the licensee did not comply with the section cited Licensee showed LPA proof that she is in the process of hiring two more staff memebers to ensure this does not happen again. Licensee fill a statement on a declartion stating this will never happen again. LPA explained the department's TSP program and Licensee would like to join. Cameras show that assistant was alone with 13 children from 12:03pm to 12:32pm. LPA observed assistant alone with 13 children from 12:20pm to 12:32pm. At 12:26pm, assitant also stated she is alone with 13 children. This is an immediate health, safety, and personal rights risk to children in care.
