Licensee stated that they will not have children be alone in the room. Licensee also stated that if there is a child having a rough time they will switch out staff to help with the child. Licensee also agrees to accept referral to CCL’s Technical Support Program (TSP) to focus on personal rights. Based on interviews, records obtained, and observations, evidence shows that children are left alone for an extended period of time as way of discipline in a room. It is also confirmed that staff pick children up by their clothing, grab their arms and pull them as a way of discipline. This poses a potential health, safety and/or personal rights risk to the children in care. Licensee agrees to obtain personal rights training from an outside agency for all staff. No child(ren) shall be left without the supervision of a teacher at any time.... Supervision shall include visual observation. Licensee stated that if a child needs to use the restroom they will walk inside as a group, and will not let children be inside alone. Based on interviews and records obtained, evidence shows S1’s admission of handling C1 in a rough manner by twisting the wrist and making C1 cry thus, S1 violated C1’s personal rights.
