  101223(a)(3) · (a) The licensee shall ensure that each child is accorded the following personal rights:(3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning.

  Director stated they have began the procedure of asking potty training children if they have to use the restroom and checkding underwear every 30 minutes and ensuring they are encouraged to go every hour. Based on 3 of 4 interviews C1 has been sent home in soiled clothing on multiple occasions. One one occasion C1 was brought back to the facility after being picked up to show evidence of C1 being soiled.
