, Based on the LPA’s interviews and record reviews, on 9/25/2025, C1 was found, unsupervised, by staff members, right outside of the Multi-Purpose Room (MPR), between 10:45 am to 10:55 am Director Morena Waack reported to the Child Care Oakland Regional Office via the telephone, the incident, on 9/29/2025. This poses an mmediate and potential risk to the health, safety, and or personal rights of children in care. LPA recommendations and requirements are the following, 1. The Technical Support Program (TSP). TSP is FREE, voluntary, and a non-enforcement service of Community Care Licensing to assist child care providers experiencing compliance challenges. 2. Today's reports will be endorsed to the local Resource and Referral for review. 3. Submit a copy, 10/9/2025 staff minutes of meeting to LPA and staff attendance. (a) A comfortable temperature for children shall be maintained at all times (1) The licensee shall maintain the temperature in rooms that children occupy between a minimum of 68 degrees F (20 degrees C) and a maximum of 85 degrees F (30 degrees C). Director is to draft a plan on how Director will ensure that classrooms are within the appropriate temperature range prior to children's arrival. In addition to drafted plan, an HVAC/plumbing proposal to be submitted to LPA along with timeframe for repair of furance. All items due no later than 2/4/2025 via email. This requirement is not being met as evidence by: During physical plant walkthrough it was observed that classroom 17 had a temperature of 65 degrees Farenheit. This poses a potential health & safety risk to children in care.
