Licensee had child proof locks on cabinets in kitchen and bathroom (both rooms accessible to children in care) however, she was not using them. Cabinets were not locked; locks were hanging off the knobs. Cabinets contained Lysol with bleach cleaning spray, Soft Scrub with bleach, Shout Rug Cleaner, Pledge, (3) Cans of Raid, Beach, Febreze. which poses/posed a potential health, safety or personal rights risk to persons in care.
