Per licensee, he established a consistent protocol that must be followed every diaper change. LPA took pictures of the procedure in place to avoid diaper rashes.

102417(a) · Operation of A Family Child Care Home (a) The licensee shall be present in the home and shall ensure that children in care are supervised at all times. When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day.
Per licensee, he will be present at the facility. LPA discussed with the licensee that he cannot be absent more than 20%. Licensee understands that he cannot be at Diaz FCCH. Licensee will submit a written declaration to LPA by POC due date. Licensing staff observed licensee providing care and supervision at Diaz FCCH #198014422 on two separate occasions. Licensee also admitted to being present at Diaz FCCH.
