Deficient Practice Statement Based on observation and interview, the licensee did not comply with the section cited above. LPA observed two buckles to the above ground spa that were broken. The water was still inacessible to children as the cover was hard to lift and it created an approximately 3 inch opening in the area where the buckles were broken at when lifted.
