Licensee stated they will submit a plan for training staff on personal rights and will e-mail no later than 5/8/2024. Based on observations, interviews, and record reviews, the Licensee did not comply with the section cited above by allowing Staff 1, 2, and 3 to yell at children in care when providing guidance and direction in the classroom that caused children undue emotional discomfort as they cried and became saddened by the staff’s behavior which poses an immediate health, safety or personal rights risk to persons in care.
