101223(a)(1) · Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights: (1) To be accorded dignity in his/her personal relationships with staff and other persons. Per the Director, training will be provided to all applicable staff on infants’ personal rights. The training will emphasize appropriate communication, engagement, attentiveness, and responsive caregiving during daily activities. This requirement was met as evidenced by: Review of records and observation showed S1 speaking to children in an inappropriate tone and manner. This poses a potential risk to the health, safety, and personal rights of children in care. A copy of the detailed training agenda, staff attendance documentation, and the licensee’s written protocol outlining corrective measures and how ongoing staff compliance will be ensured will be submitted to the Fresno South Child Care Regional Office on or before January 30, 2026.
