101223(a)(2)(3) · Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights (2) To be accorded safe, healthful, and comfortable accommodations, furnishings, and equipment to meet his/her needs. Per Assistant director the facility will conduct training for staffs on Basic Health and Hygiene practices for early childhood setting. The facility will submit proof of completion by due date.

Based on observation, interviews, and record review, it was revealed that the staff was negligent in changing C#1 diaper, Staff left C#1 in wet clothing while in care which poses an potential risk to the health and safety of children in care.
