  Deficient Practice Statement Based on observation, the licensee did not comply with the section cited above where the children's restroom was found to have hand soap accessible to children in care. The soap contained the phrase, "keep out of reach of children"; also, the Licensee did not have an immediate place for the soap to be kept out of reach as all of the drawers were unable to be locked.
