  evidenced by Director states they will submit a written plan of how the facility plans to maintain ratio at the facility at all times to LPA via email by due date. Based on LPA's interview with director and LPA's observations of the facility operating out of ratio (1 teacher with more than 12 preschool children) which posed an immediate risks to the health, safety and personal rights to the children in care.
