Safety precautions shall include but not be limited to: (3) Where children less than five years old are in care, stairs shall be fenced or barricaded.

  Licensee stated effective immediately she will ensure the stairs are barricaded at all times during operational hours and by POC date, she will submit a signed statement of understanding of the regulation cited, to CCL. Based on observations, interviews and evidence gathered, the licensee did not comply with the section cited above when it was found that the Licensee was not providing adequate supervision children when the stairs were found not to be barricaded on at least (2) occasions, which poses a potential health, safety or personal rights risk to persons in care.
