101415(d)(2) · 101415 Infant Care Center Director Qualifications and Duties (d) When the director of an infant care center or the director of a combination center is temporarily away from the center, the director has the authority to delegate his/her responsibilities as specified below:(2) When an assistant director is not required, arrangements shall be made for a fully qualified infant care teacher to act as a substitute.

101416.2(b) · 101416.2 Infant Care Teacher Qualifications and Duties (b) Prior to employment, an infant care teacher shall have completed, with passing grades, at least three postsecondary semesters or equivalent quarter units in early childhood education or child development, and three postsecondary semester or equivalent quarter units related to the care of infants, at an accredited or approved college or university.
The facility shall ensure that a fully qualified staff member is present in the infant classroom at all times to supervise children in care. To address the deficiency, the facility shall either enroll the identified individual in the required infant care coursework and submit proof of enrollment to the Community Care Licensing Division (CCLD), or appoint a new fully qualified staff member to supervise the infants. In addition, the facility shall apply for an exception for the individual to continue working in the infant classroom while completing the required coursework by the poc due date. Staff who did not possess the required infant care units were left to supervise infants, which poses a potential risk to the health, safety, and personal rights of the children in care. The Licensing Program Analyst (LPA) observed that the room previously designated for the preschool license is currently being used to accommodate infants without prior notification to the Community Care Licensing Division and before meeting the necessary inspection requirements, which poses a immediate risk to the health, safety, and personal rights of the children in care.

Facility will separate C1 and C2 as well as the facility will have a staff meeting/training for more redirection techniques. Facility director will provide LPA with a list of different redirection techniques that they came up with during their meeting by 3/1/2022. Based on interviews and records review the facility was unable to prevent the infliction of pain on C2 when C1 bit C2 on the forearem which poses a potential risk to the health and safety of children in care. Failure to correct with result in $100 per day civil penalty until corrected. Repeat violations are $250 civil penalty per violation and $100 per day until corrected.
