  101216.4(a)(2) · Preschool Program with Toddler Component: Licensees serving preschool-age children may create a special program component for children who are between 18 months and 36 months of age...The toddler program shall be conducted in areas physically separate from those used by older or younger children.

  The licensee/center director stated that toddlers are no longer being commingled with the preschool and infant age children at the facility. Additionally, the licensee stated that she has added an additional staff member to her daily schedule to cover the hours of 2:30pm-04:30pm to provide care and supervision to toddlers at the end of the day near pick up time. During the December 11, 2025 visit, the licensee and several staff members acknowledged that toddlers are routinely commingled with preschool children, typically at the end of the day during pick-up time when attendance is low for periods of under one hour. Additionally, the licensee and staff acknowledged that older infants (approximately 16–17 months) are occasionally brought into the toddler classroom to support their transition into the toddler program. The licensee stated that she will submit a written plan to the LPA by 12/31/25 documenting the changes at the facility and explaining how to center plans to maintain compliance moving forward.
