Director stated to LPA they had a Hands off training on 8/17/24 on how to properly handle children in care in order to be in accordance with the Title 22 regulation. Based on LPA interviews and records review, the facility did not comply with Title 22 regulation-personal rights. A child was handled in a rough manner when pulled by the arm and holding them back by the shoulders which posed a potential health, safety or personal rights risk to children in care.
