  Area Director was provided regulation 101223 Personal Rights and stated she will submit the facility’s plan of operation to include an all staff training/meeting on personal rights. Area Director also agreed to be referred to CCL's TSP. Area Director will submit the plan of operation to LPA. Based on the Facility’s UIR and interviews from Area Director, Site Supervisor and Staff (S2 & S3), Staff (S1) have been observed to handle daycare children in a rough manner and has yelled inappropriate comments towards the daycare children; this poses an immediate health and safety risk to children in care.
