  Director stated that they will modify the staff schedule and update break periods in order to avoid being out of ratio. Director stated that they will provide a copy of the updated schedule to the San Diego Regional Office by 02/04/2026. Based on analyst interviews and record review, the licensee did not comply with the section cited above in that more than two (2) classrooms were operating out of ratio by six (6) children for a minimum of fifteen (15) minutes, which poses a potential health, safety, and personal rights risk to children in care.
