101804(b)(2) · Care for Toddlers within a Licensed Preschool Center (2) A ratio of six children to each teacher shall be maintained for all children in attendance in the toddler component. An aide who is participating in on-the-job training may be substituted for a teacher when directly supervised by a fully qualified teacher.

Licensee and LPA discussed the teacher and teacher aide requirements and staff to child ratio. Licensee will submit a plan of what she will do to ensure that their is fully qualified toddler teacher covering for 15 minute breaks.

LPA observed two teacher aides alone with 6 toddler children in the outdoor playground while the fully qualified toddler teacher was on her 15 minute break. Prior to employment, an infant care teacher shall have completed, with passing grades, at least three postsecondary semesters or equivalent quarter units in early childhood education The one staff member will enroll in infant toddler and family child and community courses at an accredited university. Licensee will send proof to the department by Plan of Correction due Date 02/06/2026. or child development, and three postsecondary semester or equivalent quarter units related to the care of infants, at an accredited or approved college or university.

101223(a)(1)(3) · 101223 Personal Rights (a)The licensee shall ensure that each child is accorded the following personal rights (1) To be accorded dignity in his/her personal relationships with staff and other persons. (3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to Licensee and staff agreed and understood that each child receiving services at day care center are to be accorded dignity in his/her personal relationships with staff and other persons. Also, to be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature. interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning.

Based on the interview with staff, staff lifted a child's shirt during class time. This poses an immediate risk to the Health, Safety or Personal Rights to children in care Licensee agreed to discuss with staff about Personal Rights and staff agreed to take and complete Personal Right Training and Licensee will submit Proof of Correction to CCL by the POC due date, 6/23/2022. According to AB 633, parents must be provided with this report which contains this Type A deficiency for the next 12 months and copy of signed acknowledgement form must be kept in each child's file.
