101223(a)(2) · Personal Rights. The licensee shall ensure that each child is accorded the following personal rights: To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. During this investigation it was found that the licensee has failed to ensure that children in care under age eight are secured in car or booster seats (as requied by California Law), when being transported to and from the facility. LPA reviewed child safety-seat requirements with Teacher Brenda Castillo. Teacher Castillo stated that she will obtain an adequate amount of the booster seats, or car seats to be used by children in care who fall under the requirement going forward. This poses an immediate risk to the Health, Safety or Personal Rights of children in care. Teacher Castillo to submit proof of booster seats within the facility vehicle (picture and reciept), to the Fresno Community Care Licensing Office by 4/6/2022.

During this investigation, it was discovered that facility staff failed to pick day-care Teacher Brenda Castillo stated that she will work with the licensee to create and implement a transportation arrangement plan. This plan is to specifically detail transportation services provided by the licensee, as well the method of action the licensee will employ when staff are late picking up children. children up from school on time, on more than one occasion. Upon records review, facility staff failed to provide proof of a transportation agreement, or plan in place to transport children.
