101223(a)(1) · (a) The licensee shall ensure that each child is accorded the following personal rights: (1) To be accorded dignity in his/her personal relationships with staff and other persons.
Facility implemented new policies including allowing only one child in the restroom at a time; lights remaining on in the classroom; and teachers acknowledging their responsiblity to visually supervise children at all times and avoid distractions. Based on interview and record review, facility did not ensure that Child #1's personal rights were not violated by another person. This poses an immediate risk to the health, safety, and personal rights of children in care. Facility agreed to conduct and send CCL an outline of training on supervision along with list of staff who attended with signatures and date. Facility also agreed to update their policies in their handbook and plan of operation indicating the policy changes, and send to CCL by POC due date (08/18/2023). SUPERVISOR'S NAME: Susie Fanning

Licensee stated effective immediately, both Staff #1 and Staff #2 will not be present in the facility during operating hours until facility receives their background clearances. Licensee stated she will make an employee file for Staff #1 and Staff #2. Based on interviews conducted, facility did not ensure Staff #1 and Staff #2 were fingerprint cleared by Department prior to working in the facility as required. This poses an immediate risk to the health, safety, and personal rights of children in care. Licensee agreed to review the regulations and send a written statement to CCL indicating she understands the fingerprint/background requirements in the facility.
