The first incident Licensing Inspector was observed at the front desk when the Toddler caregiver was observed in the hallway. The second incident occurred at 7:56AM when the Toddler caregiver left 15 toddlers with Licensing Inspector in a classroom while retrieving breakfast waffles from the kitchen area.
