Staff child ratios were not met in two classrooms - infants, ones, twos group had 3 infants 2 two year-olds with one teacher totaling five children with one teacher. The preschool classroom had 2 one year-olds, 4 two year-olds, and 3 three year-olds totaling nine children with one teacher.
